Investigate if it is possible to separate OntProcessor inside network in a separate package e.g. orca.network-onto

Currently NDL Converter uses OntProcessor? from orca.network to generate DOT graphs. However orca.network pulls in orca.policy.* , which in turn pulls in orca.shirako.* which then pulls in SOAPAXIS2, making NDL converter war unnecessarily very large (39M).

I wonder if it is possible for 3.1 release to move OntProcessor? and perhaps some other ontology-related classes into a separate package that does not need orca.policy. If not, I can replicate the OntProcessor? functionality separately in NDL Converter.
