ip address assignment not working for inter-domain request from nersc to acis

Description

I deployed the current version of orca trunk (-r 3829) and ran the attached request from nersc to acis @renci . Manifest is also attached. Things mostly worked. What didn't work were :

1. The IP address assignment didn't work for the vms @ acis renci : I suspect the code took a different path this time for the vms @ acis. Generally I see individual orca reservations for each vm. But this time I saw the following - 4 units of acisrencivmsite.vm

When I assigned ip address to one of the vms manually, I could ping 172.16.1.100 @ nersc. So, Paul, if you assign ip addresses to eth1 on the other three vms, you have a slice that looks exactly like the previous one.
