Bare-metal embedding issue with local controllers

Local controllers should reject a request with bare-metal nodes. However if a request contains a baremetal node with domain of the rack, the controller will accept the request, but will create a slice without the node.

The two examples attached: bmvm.rdf works (the resulting slice only has a VLAN and a VM, but no baremetal node) and bmvm-flukes.rdf does not work (as expected). The difference appears to be in the fact that the baremetal node in the first requets is bound to a domain (same as the rack).

Please fix it in recovery, not required to fix on trunk.

This symptom is likely of a larger problem, where according to Yufeng the broker policy gets its resource limits from NDL and not from the delegation in config.xml. This needs to be fixed.
