Failure extending reservation during restart with recovery

Description

At SL rack, during the recent certificate upgrade restart-with-recovery, the following exception was encountered.

java.lang.RuntimeException?: The reservation state prevents it from extending its ticket.

The reservation was moved from active to failed state, as a result of the above.
